Trade Compliance Environment I - IIEI-214

Course Description: This three-week course is for new, entry-level personnel who need or want to familiarize themselves with the US trade compliance environment. Upon completion, a student will possess a basic understanding of the duties and responsibilities of those working in regulated trade compliance "import/export" within an organization, the function of government in mandating trade compliance, the most common trade compliance problems, and the career possibilities in choosing this profession. Students seeking an in-depth understanding should enroll in advanced (300-level) courses that deal with these topics.

Major Course Topics & Course Outcomes

As a result of the group and individual activities included in this course, the student will acquire the following knowledge and skills that can be applied to the workplace:

Introduction to International Trade 

  • Understand the environment of international trade and the importance of exporting.
  • Define the meaning of commonly used general international trade industry, trade compliance and other terminology and related industry acronyms.
Introduction to Compliance 
  • Identify the general purpose and reasons why the ITAR, the EAR and other trade related regulations exist.
  • Recognize the Commerce Control List and US Munitions List and how items are defined and categorized with respect to the EAR and the ITAR respectively.

Government Role in Compliance 

  • Outline the jurisdictional roles of US Government (USG) departments and agencies [Departments of Commerce, Defense, Homeland Security (includes Customs and Border Protection), State, and Treasury (includes the Office of Foreign Assets Control).
Compliance Personnel Responsibilities  
  • Understand the regulatory requirements and responsibilities of individuals working in trade compliance.
  • Differentiate the importance of compliance with “spirit and intent of the law”, “due-diligence” and “full compliance”.
  • Recognize an organization’s responsibilities in maintaining compliance with all regulations.
Activities within Compliance Environment 
  • Interpret the various activities, processes and procedures that generally take place in a compliance environment
  •  Identify the types of regulated products and services (EAR and ITAR) that fall within the compliance mandate.
  Compliance Problems 
  • Describe the most common compliance problems and their causes.
Trade Compliance Roles and Responsibilities  
  • Distinguish the roles and responsibilities of those who serve in the trade compliance profession.
