UK Export Control Regulations - IIEI-325

Course Description: This six-week online course examines the EU Council Regulation (EC) No 1334/2000, the United Kingdom’s (UK) Export Control Act of 2002 and subsequent Orders and Amendments. This course provides a full review of these important legislations and subsequent Updates and Amendments. A general understanding of the requirements of the UK government (and inherent European Union requirements) that impact the export of controlled goods and services is presented.

Introduction to the EU Export Control Regulations

  • Identify what EU regulations govern export controls in the UK.      

Introduction to the Council Regulation (EC) No 1334/2000

  • Understand the History of EC Export Controls
  • Explain the purpose and scope of this European Community Regulation. 

Introduction to the Council Regulation (EC) No 1183/2007

  • Discuss the purpose and scope of this European Community Regulation
  • To know how it updates EC Regulations. 

UK (Strategic) Export Control Regulations

  • Distinguish what UK regulations govern strategic export controls  

Role of the Department for Business, Enterprise and Regulatory Reform and the Export Control Organisation

  • Recognize the role of the Department for Business, Enterprise and Regulatory Reform (BERR) and the Export Control Organization (ECO).

Introduction to the Export Control Act of 2002

  • Interpret this Act

  • Classify orders and order amendments

  • Understand the purpose and scope of this order  

Trade in Goods (Control) Order 2003

  • Break down regulations for trade in military equipment between overseas countries where any part of the activity takes place in the UK. 

Trade in Controlled Goods to Embargoed Destinations Order 2004

  • Describe the controls on trade with destinations under non-binding sanctions and embargoes.

Export of Radioactive Sources (Control) Order 2006

  • List the purpose and scope of controls for exports of certain high-activity radioactive sources

  • Review the UK (Consolidated) Strategic Export Control Lists

Introduction to the UK web based search tools and licensing

  • Illustrate the use of the Goods Checker and SPIRE

Introduction to EU Export authorizations and UK Licences

  • Discuss how to use the correct export authorization or license

Introduction to License Registration and Usages

  • Explain the process of registration when using an authorization or license

Introduction to Sanctions and Embargoes

  • Identify the sanctioned persons and embargoed entities

Introduction to Recordkeeping and Audits

  • Determine what information needs to be kept and for how long
  • Recognize when an exporter is subject to government audits            

Introduction to Penalties

  • Classify the levels of penalties for fines and imprisonment
